Very easily. User habits are also unique and can be used to identify you. Not to mention you still have network related traceability.

I think so as, the cooler is Intel 1200, 1150, 1151, 1155, 1156, 2011, 2011-3, 2066 compatible and the b460 strix mobo is an Intel Socket 1200 socket

With PC parts, only PSUs used to be different. Not anymore as the tech has advanced enough.
The main difference is with full products, like laptops and many mobile devices where models and configurations are different between regions.
Usually we don't see question in this way. Usually its other way around, so I don't have easy answer. But I think the same principles apply. You need to pay for import tax and customs if price goes over certain threshold. Even if seller would go around the regulations by sending as gift (these are easy to catch if sender is company). Any warranty issue might go with manufacturer if the product is sealed and new, otherwise it would go with seller. Isn't Taobao marketplace rather than retailer?

Between the two, I'd pick the CXM. Afaik there are no reviews out on the PB, and Gigabyte doesn't exactly have too good of a track record when it comes to their budget units.
Either way, if you actually need 650W, I'd get a better unit than a CXM.

LOL, "gaming" SSD... Go with the cheaper one, you won't see any difference between them.

For gaming use they will be basically the same, id get the cheaper of the drive.

if you're part of the XMP gang, which means wont be tuning memory manually, these two are the same. If you arent part of them, then the crucial kit is better

Looks like a SDWAN gateway. Basically a type of VPN gateway, it would still require a VPN endpoint somewhere else (eg inside your corporate WAN). The LTE failover kinda confirms this.
The amount of photoshop'ing on this however suggests that it might be a counterfeit of another commercial device.

The motherboard won't be the bottleneck. The CPU, RAM, and PSU are what you need to worry about.

That's not uncommon. They could be running a special on that SKU or they could be price matching/beating a competitor.

the only real difference between B550 and X570 is the IO the Chipset offers, more or less. and in general has pretty poor connectivity for the price they command (ignoring chipset IO)
because the "high tier office boards" you listed arent really high end. those are low end x570 board, one of which has a garbage VRM setup.
and unless you need the chipset IO that x570 offers, there is no real reason to go for it.
