    The i5-8400 will work totally fine with that motherboard. It's a decent pairing.

    Yeah, just get a 1080 Ti. New, you can find one for around 650 USD. Used, you can find one for around 550 USD.
     
    Stick with that 1080 Ti for a while, and then when you feel comfortable, upgrade to a newer and more powerful GPU.

    If you feel that you could use that money for something more important, do that. If not, go with the X370 motherboard.

    You said you will never use SLI. In that case, go with B450. However, I must ask: how much more is the X370 motherboard? If a lot, B450. If not, X370.

    What would you be using this system for? If for gaming, what resolution, framerate, and settings?
     
    P.S, the 1070 Ti is not THE most powerful GPU out there, but it's decent. It sits between the 1070 and 1080, performance-wise.
     
    P.P.S, if you bought it in the U.S, the Zotac 1080 Mini isn't much more.

    And also...it depends on the game and or application, the resolution, etc...
    And at some point there is always something bottlenecking the other thing.
     
    In fact is easy: are you happy with the current results? If not compare your scores with benchmarks on the internet with the same GPU, app and resolution...if your result is signifcantly less you can assume a CPU upgrade would probably help. (Oh and if you are happy with the current framerates then just don't worry be happy, even if there is a CPU bottleneck)

    That is a terrible idea, pairing an 8700K with 4GB of ram, and a 460.
     
    SLI is not necessary for gaming. Single cards are already very powerful. I'd say set a budget, look at benchmarks, and see what offers the best performance at or below that price point, new or used, depending on how you want to go.

    For gaming, no. For video encoding, however, then yes, you will definitely see an improvement by going to a 2600.

    I remember watching a Hardware Unboxed video, and they said that even with a ~5.0GHz 8700K, 1080 TI, and at least (sorry, been a while since I've watched it) 16GB of RAM, among other things, it consumed 450W of power.

    Either something in one of your USB ports is shorting it out, or the port itself is shorting out. Try unplugging all USB devices and booting, then if it is successful, plug each device back in one-by-one until the issue comes back. That last device will be the issue. If the system still refuses to boot with no USB devices, it may be an issue with your motherboard.

    Did you recently buy the ram? If so it may just be a dud, try to return it for a replacement. If they want both then atleast you will still have 16gb and that should hold you during the process. 
     
    If it's a bit older then you may have to wait for someone on the forums to help you out better.

    Are you happy with your current performance in what you use? If so, you don't need to overclock. However, if you're not, or you just want a little bit more, then go ahead.

    It's not much more than an A320 motherboard, and it leaves it open. Better to have it be an option than to regret it later.
