Current main PC:

 

CPU: R7 7800x3d (PBO undervolted)

GPU: 7900XT

RAM: 32gb Gskill Ripjaws S5 6000mhz

MOBO: Asus TUF B650e wifi

CASE: Xtia Xproto ATX

 

Server PC:

 

CPU: Xeon X5690

GPU: R9 Fury X

RAM: Assorted 4gb sticks (24gb total)

MOBO: Asus Sabretooth X58

CASE: Alienware Area 51 ALX

Either something in one of your USB ports is shorting it out, or the port itself is shorting out. Try unplugging all USB devices and booting, then if it is successful, plug each device back in one-by-one until the issue comes back. That last device will be the issue. If the system still refuses to boot with no USB devices, it may be an issue with your motherboard.

you have an USB device plugged in thats failed, or if you dont have any plugged in one of your ports has shorted somehow

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Yeah, like everyone else has said: either there's something in a USB port using too much power (try unplugging everything), or a port is shorted (maybe take a pair of  tweezers and see if there's something shorting.
