Oh, I used Classic Shell. It can replace your start menu icon and make them animated. So I created my own by making around 12 frames, took me 4 hours but totally worth it.

Yes if you buy a GPU then either of those CPU's would do fine, and obviously get whatever is cheaper. (they both perform the same)

The i5-8400 is previous generation stock. When Intel stops making items from the last generation, they typically don't slash prices on them to dump old stock like AMD will (looking at you, Ryzen 5 1600). That -8400 is actually selling above MSRP, likely due to the lack of stock remaining and the reality that new stock is not coming down the pipeline.
 
The -9400F is more or less the same CPU as the -8400, but it doesn't have integrated graphics. You'll need a graphics card to use it, but otherwise it's basically the same thing. It's selling a bit below MSRP there, probably to try and snap up Ryzen 5 market share before the 3000 series drops. If the builder jumped on a 9400F, they don't need that new Ryzen-based PC anymore do they?

The FX 6300 has no integrated graphics, you'd need something to push a display. Cheapo low end like a GT 710 might do, they go for good prices on eBay.

correct me if i’m wrong. but i am pretty sure the FX series CPUs do not have integrated graphics, so you would need to throw in a gpu (probably a gt 1030 if you are on a budget)

In my personal view. I would vaccinate any hypothetical children I might have for the traditional life threatening illnesses. Personally I'm not a big fan of the flu shot and do not plan on getting one again. It's effectiveness is dubious at best because of how often it fails and how unpredictable the influenza virus is. But that doesn't mean I would not give it to a potential child of mine. 
 
So to be clear, vaccinating kids = good. Not vaccinating kids = bad. Parents should be obligated to vaccinate their children. 
 
However, I acknowledge that some adults do not wish to be vaccinated and I fully believe that as an adult you should be able to make that decision for yourself. As long as herd immunity can be maintained (the vast majority of people will still get vaccinated), the relatively small percentage of adults that do not wish to be vaccinated will have little to no impact on the general population. 
 
Of course all medical exemptions/complications must be taken into account. 

Get someone with a car, have a person sit in the trunk and face backwards, have the person with the car slowly drive away.
