I ended up doing a fresh reinstall from scratch since it had been four years and I use a file server for my files anyway.

What you should do is make a list of all the apps and programs on your computer, open
Settings > Activation and Recovery > Reset this PC
And reset.
This will reinstall Windows and keep your data, though your programs will be lost (reason for list).
Windows creates a list of it's own, but never includes everything.

I tried running this powershell command
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml And got this error:
Add-AppxPackage : Cannot find path 'C:\WINDOWS\WinStore\AppxManifest.xml' because it does not exist.
Considering I've had this system for four years it may be time for a fresh windows install anyway. 🙂

First thing to try would be update the BIOS using USB drive, or your older hardware. Not all boards are able to use 5000 CPU without a BIOS update to add the compatibility to them.

The pci-e lanes created by the chipset are pci-e 2.0, meaning each lane is capable of 500 MB/s , so a pci-e x4 slot will give you maximum 2 GB/s in either direction.
The x370 chipset creates 8 pci-e lanes but it's up to the motherboard maker how it arranges the pci-e lanes ... usually 4 go to the bottom pci-e x16 slot (so electrically x8), and 2 or 4 to a 2nd m.2 connector.
Sometimes 2 lanes are shared between the pci-e x16 (x4) and the m.2 connector - if you put a ssd into 2nd m.2, then pci-e x16 (x4) could be downgraded to x1 or x2.

Probably not what you're looking for but how are you being charged extra for Wifi usage? That seems unlikely as datacaps are generally quite high.
That said, trying to block him using technology will only encourage him to circumvent your restrictions.

Sorry, my bad, I thought I explained in the original post.
Ok, that explains it. I will test later this evening. Thanks, moving to a different slot fixed the issue! All three cards worked!

Just make sure the controller is in IT mode. I've got an LSI H220 in my freenas and it works flawlessly, which I bought off Ebay already flashed.

You will want an HBA (Host Bus Adapter) or a RAID card that has had it's firmware flashed to IT mode.
The reason is RAID cards interfere with the way the drives communicate with the OS. ZFS likes direct access to the drives to manage them and maintain data integrity. RAID controllers cause this communication to be broken. The system can still work with a RAID controller in place while using ZFS but you'll have lost the biggest features that make ZFS what it's known for.
ZFS doesn't care about using different controllers or chipsets. If the BIOS allows you to change the onboard controller from RAID to AHCI then that should be fine. These drives can be mixed with drives on other controllers like an HBA or an IT flashed RAID card.
