I've always believed in taking steam reviews with a heavy, heavy, heavy grain of salt.  People on there will negatively write a review for anything like my potato can't run this game, its the developers fault!  I generally trust kotaku or metacritic

The CPU SUCKS. It's worse than a 2C/2T Pentium G4400. 
The CPU sucks, especially if you want to stream and the PSU is going to start a house fire.
 
If you want to be able to stream, get a Ryzen 3 1200 or a Ryzen 5 1400/1600 with a B350 board and 3000MHz DDR4 (And a GTX 1050/1050 Ti). And get a PSU from Tiers 1, 2 or 3
EDIT: If you are on a very tight budget, look for a used i5 system.

Don't buy a broken card if you can't even afford your desired main card first.

you MIGHT be able to pull it off, but to even have that gtx 970, nvidia reccons you have at least 500w of power.  It's simple math really,  find what each unit you want consumes, and subtract it from your PSU.  You generally want to have a little buffer room though, unless you like living on the edge.

Fans 5-10w each
 
EDIT: I don't know why I read it as you had a 450w PSU.  yeah at 500w, you're fine.

I would like like to add, keep the form factor in mind, Alot of prebuilts are in a small form factor and will only accept low profile cards.

The cheapest way to build a gaming rig is to buy an older prebuilt PC, and slap a GPU in it,  I've been recommending a 1050ti to pretty much everyone to the point where it should be in my signature.  Esp, if you're okay with used parts,  it should run you around $250, with your GPU being the most expensive.

What kind of gaming do you do? 1080p? 1440p?
 
Do you care about frames?  is 60hz okay vs 144hz and everything in between?

I don't understand how 95% of that list belongs with your original post.  If your GPU fan stopped spinning,  that means the temp sensor is shot or your GPU doesn't need to be cooled ( it never reached hot enough temps to trigger the fans).  How do you know it stopped?  Does your computer BSOD after a while?
