Get build A, its much better, or if you want to get an Intel CPU, wait for Coffeelake ;)

A, but what will you be doing? Single threaded is better on i5 but overall is better on ryzen.

Depends on workload, personally I vote for B.

If you have sufficient cooling, good PSU, and an overclockable motherboard then you should overclock it

Maybe posting entire partpicker lists would help.

R5 1600 will be the best even with the new overpriced Skylake revision.

go for A but get the 1600 instead it comes with a stock cooler and if you want you can get a nice cooler and overclock it and save a buck

 I would say build A unless you can boost up a hundred bucks and get an i7 6700k on build B
