The subnetmask (usually 255.255.255.0) specifies to what other IPs you can talk. The parts of your IP corresponding to the 255 have to be the same for everything you want to talk to. e.g. given a subnetmask of 255.255.255.0 and an IP of 196.168.0.100 you can talk to anything with an 192.168.0.X IP and nothing else. (yes you can access the internet with other IPs using a gateway, but thats outside this probem)
In your case the raspi directly connected to the Laptop didn't work, because the raspi (presumably) has 192.168.0.178, the ethernet jack on your laptop 169.254... with a subnetmask of 255.255.255.0. Since 192 != 169, the raspi refuses to talk.

The Fans spinning at 100% during boot is normal, some Mobos do this to get rid of dust, that might have appeared there during off-time.
Did you check the Boot order? That could be the shut of : Maybe the Bios is waiting for the CD Drive or something.
Is there any other setting, that could prevent it from booting? Maybe the Bios tries to boot with bad settings and boots with default after 5 secs.

Refer to your Mobo manual, In every Ram channel should be the same amout of memory. (otherwise you will get wered results)
Most mobos have 2 Ram channels, so 4 + 8 GB in every cannel should be fine.

I get help retrieving the item with the help of the zoo keeper.
I never bring the box home because it's usually full of gorilla $**t.

Do you need to recover any files from the computer? if so clone the hd and then format it and reinstall windows (make sure you have your product key) If you do not want to do this there are other options
The only one i can think of right now is making a bootable usb using windows media creation tool and running the troubleshooting process to fix errors Ie chkdsk sfc startup repair.
you can also format (wipe) your windows drive to do a clean install

in windows 10: right klick on the iso file -> provide (translated from german).
then an additional CD-Drive will appear (you get a notification) and can be used like any other physical CD-Drive.
in any other Windows: i don't know how to mount the iso file.

If you accidentally execute something that you shouldn't run you can also add (input before the commands):
timeout (-1 to 99999)
timeout -1 (System will wait indefinitely)
timeout 0 (System will wait 0 seconds)
timeout 99999 (System will wait 27hrs 46mins 39secs)

I've played with the CMD for years now and as far as my knowledge goes there is not. It's not THAT sophisticated. Using a text editor you can add:
pause
or
exit
to prevent the execution of .bat files if they contain not so nice commands. Simply inputting commands strait into CMD it'll run through them so long as the commands are followed with execute/enter.

After a SSD reaches its write cycle limit it becomes a read-only drive so it doesn't technically die. Have in mind that you are far more likely to either face a different problem that will cause a failure or will simply upgrade it with a newer/bigger/faster SSD before you encounter this limit.
You don't really need the CPU cooler for that CPU+MOBO combination unless you want a more quiet system.

Lots of research
1060 is better in current games and DX11 by a fairly large margin. However if more games start to support DX12 well then the 480 and 1060 will be pretty evenly matched. and if even more games are programmed in Vulkan, the the 480 will pull ahead.
Based on the my recommendation is 1060. Get the performance boost you know you can get now, rather than the performance boost you're hoping to get in the future. not to mention that by the time enough games support DX12/Vulkan, you may be wanting to upgrade your GPU anyway.

666.7MHz times two is 1333MHz. Thats why its called "double data rate" (DDR), because it transfers two logical 1 or 0 per clock cycle.
So you have nothing to worry about your RAM.
