Which games? Games like Arma 3 needs a strong cpu and not a strong GPU.

GPU-Z doesn't pay attention to double bandwith (DDR 3 1600 only clocks at 800 etc.) your memory is fine.

Fire up some game, then look at the utilisation. (should be 99%)

What is "low FPS"?

 

If by meaning your not going over a certain level, make sure you dont have vsync enabled.

Please, expand farther on the issue, could you use a program such as msi afterburner to see what the bottleneck might be? also, what do you call low fps? how much do you get?
