    I cannot advise you enough to wait for the new zen processors as they will most likely have massive performance gains over AMD's current line of chips, but if he needs the build right now then I'd build something like this, though if your willing to wait for zen just replace it with the most recent zen processor and mobo ALSO DDR4 ram as this DDR3 wont work with zen of course:

    I myself am American, so I don't have too much experience with UK prices, but this seems to be pretty damn good. Waiting for Zen would definitely help this build out in performance, though this should theoretically be able to achieve 60fps 1080p on Ultra. The RX480 is a great card, honestly it does run a bit hot, but it's still a great deal. I recommend it a lot.
     
    The Phanteks case is great, a personal favorite as it offers an amazing look while being cheap and having plenty of space for cable management and expansion. The acrylic window is great cheap bling. 

    I tried to go more color neutral, but you could easily swap out the mobo or ram for a different color scheme without much affect on price if he wanted something particular. With the extra money left over he could buy a monitor, or some led strips and custom sleeve cables.
     
    LG offers some 1080p freesync monitors for the UK, I can't find any listings for them, but I highly recommend them as it'll give him an amazing buttery non stutter gameplay experience.

    The direction of flow through the VRM block on that motherboard doesn't matter at all.  Feel free to make either end the in and the other the out.
     
    The easiest routing would incorporate your CPU block inline with the VRM.  Example CPU in > CPU out > VRM in > VRM out > radiator or whatever else is down the line.
     
    Z170 doesn't suffer from VRM heat related issues like x99 or some other platforms so don't worry too much about needing to get the best temps on the VRM.  Give priority to CPU and GPU cooling and just work the VRM into the loop.

    For me, the lack of good documentation is the reason why I started learning d3d12 instead of Vulkan.
    For OpenGL, beginners also have to rely on external tutorial websites.
    Unfortunately, not many exist for Vulkan that are complete.

    Same thing happened with open gl, it's a decent api and in many aspects better than the dx of it's time, but the info on it is scarce and scattered

    Agreed, you could totally get that i3-6100 and spend some money for maybe a 128gb SSD, or a 240 if you're willing. 16GB is ram isn't necessary, but it's definitely nice to have for some applications. 16gb is a great value.

    Amazon offers unlimited personal cloud storage for $60/year and offers some limited functionality related to sharing.  If you're a Prime member I think you get 5GB to play with.  See if that works for you and if it does the price for unlimited storage is actually really good and the performance is pretty decent.

    Like you said, that SSD is a great idea, be sure to upgrade with one at a later time. One recommendation: switch that 960 for a new rx470, its a bit cheaper and more powerful if not mistaken, it's considered the best 1080p gaming gpu at the moment allowing you to play on ultra just above 60fps in most games. Other than that great job, 16gb of ram is in no way overkill in my opinion as applications are continuing to utilize more and more of it. Great job

    Google Apps is one of the best choices out there for cloudy days
     
    I've been using it for my small business for a year now and it's really great. That being said, I'm kind of spoiled right now as I would have high demands from anything else and not much can reach Google's greatness at this point.

    Unfortunately it is a little overpriced for a NAS compared to maybe something like a WD cloud storage for $250. It'll be using freeNAS.
    I plan on having this NAS share a 10 gigabit connection between it and my rig. I got the idea from this video here: 
     
     
    SO i'll be buying to 10 gigabit network cards such as the HP one included at the bottom and linking them through DA cables. 

    I have a few questions on this solution though. Wouldnt my 5400rpm drives be a bottleneck to the 10gigabit connection?

    Sure if you're willing, though honestly I can't really vouch for the 1060. I honestly recommend AMD now for graphics cards in this range. The RX 480 might give you a bit more price per performance. All depends on what you want really. If you wanna start going into 2k territory I'd recommend a 1070 and atleast a i5, but yeah a i3 and 1060 should be fine if you want.

    It wouldn't make a huge difference, in gaming or even video editing, unless he is doing really heavy video editing. For gaming and light video editing an i7 makes no sense, especially when matching it with a rx 480 level gpu.
