    Should easily be doable on the 4670, before i put a 4770k in mine i used a AMD Phenom II x4 for some similar tasks and it worked just fine.
     
    OS is up to you, but for the most part i dont think you will notice any big difference between the linux ones, other than some difference in commands if you do something thats not debian based. If you havent used a linux command line before though there will most likely be a bit of a learning curve.
     
    Genreally security isnt that big of a deal since the majority of your services will just run locally, but the worst thing would probably be a DDOS attack since you are using your home connection, but you usually have to piss someone off for that to ever happen. Of course doing the obvious things like not running things as root and what not will help to keep the security up also.

    Depending on which generation the E3-1275 is from it could be a lot more recent architecture compared to the E5530.
    But for your use case it seems like you will be fine with either, at least speed wise. Depends how much you care about power usage and what not.

    Also worth to mention that your CPU has integrated graphics so you can most likely drop the GPU unless you have some other plans for it.
    But yeah it seems like you are going for what i did a few years ago, i turned my old Phenom II x4 pc into my home server, bought 2 WD reds for it and its been going for 3 or so years.

    The difference between normal desktop intel cpus and xeons are that xeons have ECC support, usually have lower clocks and lower tdp for more stability and better power efficiency. But honestly its not a must have.
    Have you looked at Ryzen ? i heard there were some price reductions for the older generation ones so they should be super good bang for the buck.

    You could go for something like this
    If i remember correctly it should be less than 150 euros. Its a 10w tdp quad core and from what i can tell the performance should be good enough for what you listed.
    Leaves a good budget for the rest of the components.

    The drift series might be slightly too short in the back (180cm), which is the one i personally have.
    The racing series has a slighty higher back at 195 cm which is slightly higher than you would need, while still being fairly affordable.
    Or there is the "wide" series which fits perfectly with the lenght you mentioned (185cm) but they are slightly more expensive.
     
    You should check out some websites that are selling them though, they have pretty good descriptions on the differences between the series.

    Im no expert when it comes to raid but i feel like people are way over exaggerating when they are talking about raid 5.
    You guys make it sound like it has a 99% chance of failing the rebuild, geez.
     
    Like i get it, you shouldnt be running huge arrays in raid 5, or even super large hard drives in smaller arrays. But this is a 3 drive array with 3TB on each drive. And besides, he's planning to use it for PLEX, so its not like the main usage is for storing super important backups or anything.
     
    I dunno, just my 2 cents.

    I have a 790GX Pro in my server currently, which was in my desktop previously, and its still rocking on 4 years later.
    I've heard a lot of bad things about asrock, but i havent had any issues myself.

    Im not sure if it is possible, but even if it is, the speed would be limited to the slowest drive, in this case the external one.
