How is this build for a perforce server?

if power usage is important to you then stick to intel

but i would recommend getting a better cpu (preferably quad core) and less of an overkill psu (350w should be more than enough)

Using a closed loop is a HORRIBLE idea for servers. If it fails, there will be no one standing next to it to notice it.

It's not a remote server, it'll be kept in the office and connected via ethernet, being started and shut down each day. Anyway, how is CM 212 air cooler like? Or should I go stock since CPU  usage hardly exceeds 30% for perforce at all (currently using a virtualized single core from xeon 2699-V3).

I have the 212 with its stock cooler in my home server and its fine. Quiet enough to sleep a few feet next to it.
