    The hub usually has a system inside that will give a device as much bandwidth as it needs, but if both need the max bandwidth, it will slow them down.
    See it like this; a USB 3.0 hub has 5Gb/s input. If both devices (or more) connected to it also require that speed, it can of course never give both the max speed.

    I resolved the problem.
    That sound was motherboard telling me that I didn't correctly installed RAM Memory, after updating bios and putting ram stick again sound dissapierd.

    I really wouldn't throw money at the problem. You could try using the non overclocked bios and see if it helps any. The problem is the graphics card itself. The coils on the card are physically vibrating causing the noise.

    Use AMD driver cleanup tool. 
    I had like same issue with that graphics card.

    It's good ram, I looked up your mobo specs and it says it supports 3600mhz non-ecc, un-buffered memory up to 64gb. So yeah, should work totally fine.

    Depend on the OEM... Sapphire does cover it, as do MSI and ASRock.

    The RX 590 will struggle with 1440p 144Hz. Essentially only really old MMOs could maybe hit that. I have an RX 5700 with a 1440 144Hz monitor and it can struggle to go above 90fps sometimes.

    why would you buy 590 in the first place? 1660 is roughly the same price, has ~12-13% OC headroom, half the power consumption.. I see no reason why would anyone buy a 590.

    The RX 590 is definitely a nice upgrade from a gtx 960. It's great for 1080p high settings but I wouldn't expect it to push 1440p gaming at 144hz all that well.

    If you stream games I'd recommend the gtx 1660 super or ti version. But, if the RX 590 is a good price were you are and you don't stream go with that. Either of those cards are a MASSIVE upgrade from a 960 2gb.

    Ya, I was hoping you would catch that deal but no biggy. Rx 570 is still the card I would recommend you. Just keep an eye out for deals like that.

    1366x768 medium settings should get you close to a stable 60 fps.

    GTX 1070, probably between the G1 gaming or evga sc depending on whether you want to spend the extra for the evga or not.

    Another option is a used r9 380 or r9 380x. You can find them on ebay used for a good price and they have great performance in your price range.
