    Yellow is VRM MOS and provides voltage for CPU cores, green is VSOC MOS and provides voltage for uncore, anything that isn't the cores.

    There's 2 choices with 'just' 1GbE. AMD IPC-FP5R 1GbE, dual core and a 4x PCIe slot. AMD IPC-FP5V 1GbE, quad core and a 8x slot.

    Threadripper supports 1TB and that 128GB max was because at the time when the motherboard was released, only 16GB modules were available. Now with 32GB modules, 256GB is possible. Couldn't find 64GB modules with a quick Google.

    That card is for capturing HDMI input, not for actually outputting to monitors.
     
    That Z390-A PRO has DisplayPort, DVI-D and VGA. VGA for the Dell, DVI-D to HDMI & DP to HDMI for the two ONN monitors.

    RX 5700's 14MT/s GDDR6 has a memory clock of 875MHz. So it's running as designed, maybe a CPU bottleneck?

    Random guess, your DP cable might be incorrectly connecting a power pin, pin 20. This can cause irregularities. Try a different cable?

    On Skinflint, of the 389 PSUs listed since 2016, 63 have more than 2 rails and 16 have 3 or more.
    I have Bitfenix Whisper M with 3 rails and it's really nice so far

    That particular board isn't one of those that can update BIOS without a CPU installed.
    You need a Ryzen 1st or 2nd gen CPU or 1st gen APU first.
