An i5 4690k should be able to push 60 fps, If youd be playing at 144hz or something like that a better cpu might make sense.
A 1060 6gb should net you ~80% better fps so that you can play anything in ultra 1080p 60fps. If you are not in a hurry to
upgrade you could wait for the next gpu releases in ~ half a year to make a bigger jump. If you use fxaa instead of msaa a 960
should still hold up pretty well in 1080p 60fps high/ultra.

1. Budget & Location
You may have listed a heap of parts that all add up to your preferred budget but it is easier if you just list the total amount you'd like to spend and the currency as well as if you'd consider going above that budget for more performance. We need the location as well because $US are different to $AUD and $CAD ect.
2. Aim
What is the system going to be used for? Web browsing, 3D work? Different systems need different levels of performance - a computer based for web browsing and office use won't handle heavy graphic design and video editing and a proper video editing system isn't good for gaming. If your aim is for gaming, please list what sort of gaming. In the same way that different usage types need different systems, you'll need a lot more power to run Far Cry 3 or Crysis 2 than you would Minecraft.
3. Monitors
How many monitors do you plan on running? Do you plan on moving to more monitors in the future? What resolution are they at too?
4. Peripherals
Do you also need to purchase peripherals such as keyboards and mice as well as monitors ect. Also please tell us if you'll need an OS such as Windows.
5. Why are you upgrading?
We ask this because you may see upgrading as the only path to solve an issue but things such as driver updates, reconfiguration or cleaning can boost performance without spending a cent.

Personally, I use NoiseBlocker Black Silent Pros. They're completely black (with pre-sleeved cables in a black sleeve), quiet and perform well. Price really depends on location and availability. I got mine at around £10 a fan but sometimes they can be basically impossible to find or are expensive.

Don't get the 1500X. Get the 1600 instead. Drop the Hyper T4. The stock cooler is fine. Get faster RAM, as Ryzen benefits from it. Try to find a 2800 kit at least. Don't get that PSU. Change it to the CX550 for $8 more.
Edit: the Asus Turbo cooler isn't great, so change it to a cheaper 1060, or a more expensive one for better cooling. The 1060 is just a 120W card, so it doesn't matter too much which one you get.

This is normal and is for saving power. It generally doesn't affect performance. It's called Intel Speedstep for Intel and Cool N' Quiet for AMD and can be turned off in the motherboard settings if necessary.

There is very good cooling. I have the Elite 130 myself
I modified the desk I had to allow the GPU to have enough airflow from the side
The case has decent airflow despite being so compact but it is designed for Water cooling
My system has a i5-4690K and an R9 380 and i5 hits about 35C at idle and the GPU is at around 60C when idle. The GPU never exceeds 75 degrees and the CPU never comes close to that. You will need that small fan that comes with the case however otherwise there will be runaway heat loop that the case can't cool down on its own if you use water-cooling.

then that has to be a filthy house. 6 months and fans already covered in so much dust it worsened cooling? My RX470 ran for a year before I sold it. There's only a little dust on the fan

This will serve well for the price. But, I would personally wouldn't build a pc right now, especially since 800 is a good price for a Rx 580/1060 build and those are impossible to find for their right price at the moment.
