Cpu speed low

Just a curious question.. My cpu in my desktop has a max speed of 3.2 ghz. While idle, utilizing less that 5% of the cpu, the speed is 1.5 ghz. Is this something I should be concerned with? Note that my games and programs run perfectly fine, I just noticed the low speed in task manager.

This is normal and is for saving power. It generally doesn't affect performance. It's called Intel Speedstep for Intel and Cool N' Quiet for AMD and can be turned off in the motherboard settings if necessary.

It underclocks to save electricity when you don't need the extra power, then it auto overclocks back up

It's an Intel i5 6500. I was concerned because it used to run at max speed all the time.

Make sure you have no background programs sucking up your CPU power, make sure everything is default in the BIOS, and possibly reinstall windows if your CPU is stuck on max frequency even with 0% CPU usage.

If you are on ryzen you got the 1.55ghz bug

Because there are no CPU intensive applications running, the CPU underclocks, to stay cool, and save power. Only when the CPU comes under load, does it up the clock speed to shift the load more quickly. In some cases, it's preserving the cpu's life.
