the number on the bottom is a sentences, it was translated into numbers for each individual letter. it reads as following.

 

"we are looking for a highly intelligent individual.to find them, we have devised a test. in these numbers there are a hidden message. find it, and it will lead you on the road to finding us. we look forward to meeting the few who will make it all the way through. good luck"

 

as for the top, no idea.

the question is why it was deleted or locked or whatever in the first place? if they can give me a single plausible reason then i will be satisfied

 

now, i think the spacing here is the key, just an intuition. 8 and might just be a place holder which can be replaced by any number. the chances of it being 8 and 7 and not 8 and 1 or 2 or 2 and 8 vice versa whatever is low. the number is probably meaningless
