Not sure it is related, looks to have been online for a few years already and is maintained by a defcon group.

There are 49 eights and 11 sevens in the beginning, 11 and 7 are prime numbers but 49 isn't (41 is a prime)

The numbers are just a magic square, the first do 1033 & the second 3301

We just have to wait for the moment I think..

Wait a second. On http://1033adacic.org/ it has the one missing number with the ? mark. Now on http://cicada.cf/ the tab has the heading of "6". So possibly the missing number is 6 making the full string 4331221276
