Ok, I'm going to replace all the spaces with 1s to make them visible.

This way I can eliminate the spaces that are just gaps in between the 8s rather than confusing them with the legit stuff:

What if some of the gaps were actual gaps though... I'll see what comes up with this first

 

The bottom thats a phone number in china. Top is adress or, holy maybe its a license plate number

WAIT! My code put everything backwards (the placement of the hyphen made me realise this, because it's at the end but in the text file it's at the beginning), if we reverse it both of them:

you're missing the Zeros in the message above. there is 15 zeros, they have replaced by letter A. 

there is two messages in the post, the message above can be decrypted using ATBASH and CAESAR. it say's:

so i found out someone on the cicada wikia tracked the IP address and somehow got the longitude and latitude.

the latitude was the same, but the longitude was different: 4.9165 

 

 

this is the place i got: Korte Ouderkerkerdijk 29-45, 1096 AC Amsterdam, Netherlands
