What do I do when scam GPU seller refuses to refund?

Open a formal dispute on eBay, don't do it via private messaging. And make sure to have as much evidence as possible that the card isn't legit. 

Making it an official complaint should A. make the seller wary and B. make eBay aware that they may be a seller worth investigating. 

Also, shame on your for falling for it

Ebay/Paypal is pretty good about issuing refunds when sellers won't cooperate.

But getting extra money is definitely the best option. He scammed & cost you time. take his money

As much as the extra cash idea is amazing...if the seller even so much as hints at it during the transaction dispute, you're fooked.

Just go via eBay or directly with PayPal, and get the original amount back.

They will lead you on as long as possible if you let them. Their goal is to get past your dispute window so you have no recourse. Just open the dispute and let ebay handle the refund. There is a reason they hold the funds for 30 days before releasing them to sellers.

 

On a side note I took a shot on a evga 1080 ti that was selling for cheap when they were 1200+ on ebay. It was listed as $125. I figured it might just be a miss listed price and decided to take the risk. Sell happened, i got a shipping number, then I got an email the next day from ebay that they had closed the users account and refunded me the money because it was a hacked account. Fast forward 4 days and I got some used gtx 770 in a 1080ti box with some fake as hell stickers that looked printed from home that said 1080 TI on it...

 

In the end I got a free 770 out of the deal lol... well a coworker did, cause I gave it away.

Contact Ebay support then stop buying these obvious scam cards.  The photo doesn't even look like a 1060.

Just tell eBay that a GTX1060 does not have a VGA-port, which this card does, and that GPU-Z detects it as a fake, and the seller refuses to give full refund. eBay extremely rarely sides with the seller even when people have rather poor arguments, but you, on the other hand, have perfectly good arguments.

thats the first thing i looked at, was to see if it had a VGA (i have almost made this mistake many times) which it does

They knowingly scam people with their fake cards, just open a dispute with Ebay for a full refund.
Quite frankly, Ebay should really crack down on these fake cards.

These scammers just need the 1% of buyers to "forget" they purchased a $50 item that in reality costs $500.

Yeah, like everybody said, make a formal dispute with eBay and research better next time, you can literally see its a scam from the picture of the ad.
