Are console games locked at 30 FPS?...

I’m taking about Xbox One and PS4 games.  And by “locked”, I mean is 30fps the highest any game on both consoles can run at?  I’m thinking of games like The Witcher 3.

With graphics cards and memory kits showing no sign of becoming more affordable, I’m thinking about getting a console.

Depends on the game, but no, there's no universal lock. Console games are starting to come with options to run at higher quality but lower frame rate, or lower quality and higher frame rate. Take the Shadow of the Colossus remaster/remake for example. It can run at 60FPS, or it can run at 30FPS with better lighting and textures. 

 

I believe the Xbox One runs the Witcher 3 at 30FPS, but the Xbox One X can run it at 60FPS.

depends on the developer. but there are games that run at 60FPS. Forza 7, GT Sport, the Last of Us Remastered, Nioh etc. some games will have the option to switch between 30FPS with better visuals or 60FPS with lesser visuals. but even so, some games won't hold 60fps all the time. such as FFXV

The cpu looks like it still keeps it from hitting 60 fps at parts. Around Novigrad it looks like it's around 35-45 fps. Still, it's impressive it can run 60 fps at a lot of places. I can definitely see the appeal of the XBox One X if you're not into the PS4 exclusives and play only western games. Not too bad for $500 considering how stupidly overpriced the PC market is right now.

I apologize for getting off topic here, but is their any way to tell, any metric(s) we can watch, to see when the high prices for PC GPUs and memory will go down?  I know from watching the techquickie video on Bitcoin that it’s unregulated.  So there’s no equivalent to, for example, watching what the Federal Reserve will do next.

No. High prices aren't necessarily caused by the cryptocurrency mining craze. Two years ago when the GTX 1080 and 1070 were launched, it was nearly impossible to find them in stock or at MSRP. People were buying them up and re-selling them with a higher markup because it was a popular item in demand.

Yeah, but those are higher end cards, IMO.  Even the 1050 Ti is ridiculously expensive now.

Either way, there's no magic formula to guess when prices will come down because of one factor or another. You're just going to have to watch the prices like a hawk.
