Microsoft has been charging people $100-$300 for an OS for like ever. $19.99, I would do a barrel roll if MS charged those kind of prices.

You can buy USB installers of eBay for the same price as the apple store, legally you can only get OS X from the apple store, but if you google getintopc.com they have DMG's and non activated .ISO files, it can be a useful tool. 

Or you could find a computer shop near you that would lend you the disk. 

Have you tried turning it off and on again?
