Best budget graphics card for old game

Hi everyone, I need help:

 

I need a budget GPU which is compatible with DirectX 9.0c with at least 16mb of video memory. 

 

I am trying to run my all time favorite RTS game Empire Earth AoC but cannot find a good card with compatible specs.

note: with pci or pcie only

 

The budget should not be over 30usd if possible and please if possible add a link to where I may be able to purchase one!

I don't think you can buy a dGPU

What system? Igpu should handle this game just fine and is built into many modern system.

 

Otherwise hunt the craigslist.

 

For that price in my area on craigslist(sfbay) i can get a 6870, gtx 280, r5 240, 4770

Whatever is cheapest on Ebay. I'd go with something like a 730 or something.

this game is from 2001... so not that modern.

A 4770 should support a 2001 game fine.
