I have a colleague who would like to build his first PC. Any design suggestions?

 

1500-1700 budget for just the tower

made for 4k gaming

 

I built a 500 budget AMD rig so I'm not the best authority on the subject.

4k gaming... We talking AAA at 60fps? or Minecraft at 15fps.

You'll probably need at least 7600k and at least 1 1080.

A card(s) that can push high frames at 4k is already a good chunk of the budget.
