Both cpus not recognized by windows 7

I need help figuring out what i need to install on my pc to get windows 7 to recognize  both my intel x5450 cpus. The motherboard is intel s5000psl, ram 16gb ddr2 speed 332mhz, processors dual x5450s at 3.0ghz ones not working lol why i am here. It recognizes both in bios so thats why i am pretty sure its a software issue.

I can't find exact confirmation but from what I found W10 works a bit differently

it doesn't limit the number of physical CPUs, but the number of cores
