If i could upgrade only 1 part of the computer, which would make the biggest difference in speed when it comes to general use?

Oshino Shinobu is right.  Where is your biggest bottleneck?  That's where your biggest difference will be.

I currently use an i7 4790k so the only thing I need to remove my bottlenecks in games are a better GPU.

 

In your case, we do need to know your system specs.

In Short, usually the GPU. However, a shiny new gpu won't much matter if you have a athlon 64 and 512mb of ram. Bottlenecks are real, and will cripple other components.  .

Depends on what you need speed for. I upgraded RAM to load some ASCII files faster.

Best bet is going from an HDD to an SSD for the operating system.

 

Soooooo much faster. You can even notice the difference with an I3 with 8gb of ram on an office machine.

Ketchup is better than mustard.

GUI is better than Command Line Interface.

Dubs are better than subs

Ssd will make everything quicker. Won't impact games, but day to day it will

The biggest difference for normal use is generally an SSD, if it doesn't already have one.

 

I'd say SSD > IPS Monitor > Keyboard/Mouse when it comes to a general use of a computer.

 

The peripherals won't make the computer any faster, but they will increase your quality of life.

no its bad lol.. some games i have to wait a full 30 seconds before the peasants arrive! so you have to wait regardless!!

Go for an SSD if you have an HDD, it makes a big difference. SSD's add faster load times and boot times to your rig without having to replace other parts in your PC.
