The color must be good also for video editing and other productivity.

From what I can see, you only have 3 options with your size/refresh rate and budget: http://pcpartpicker.com/products/monitor/#H=100,240&sort=a8&page=1&W=2700,5500

Of the 3, they are all cheap TN panels, so you can kiss good color goodbye.

 

If a monitor existed to meet all of your requirements, there would be no need for other high end monitors.

You can't even get a 60 Hz 1440p IPS monitor for under $300 so you're gonna have to scrap one of these things in your list:

 

Either IPS

100+ Hz

1440p

 

P.S. Try looking at Craigslist ;)

That's not possible. You can get 60hz 1440p IPS under 300, but for 100+ hz it'll probably be >450.

 

Or you could get a 1080p 144 hz IPS for ~300
