If this is what we are facing, this might be the effect and we still need to find out the cause. Is it electricity or interference as i have mentioned before in my previous post that the electricity coming to my house has some serious issues. When i moved to my new house (new city) i begin experiencing it. 

 

Ringing/Ringing Artifact/Gibbs phenomenon is something that occurs at image/signal processing level. Which component is responsible for image/signal processing? I think in PC either discrete gpu or integrated gpu is responsible. But some people are saying that they have it in their phones and even tv. So in phones/tv there might be some component responsible for image processing. That means if it is electricity it's somehow affecting this component. This is just an assumption by me, maybe it's affecting some other components. It can also occur in electronic components maybe PSU. Read the ''electronics'' paragraph in this:

Edit: When i said we only have ringing artifacts, we actually have other artifacts as well including Jaggies, AA, Flickering, Shimmering etc. So our issue is much worse.

I am pretty sure those only apply to non rendered video. Working in IT that did distant learning with video there were many amplifiers, converters, switches, and so on used to carry a video signal before the times of high speed internet.

I've experienced this issue again on a new rig -- Vega64 + Ryzen 2700x. This time, deleting shader cache via amd drivers solved it.

Deleting shader cache,  how did you do this?  I am on Nvidia though,  and have used DDU tens of times and reinstalled drivers tens of times with absolutely no luck.

 

I’m in the process of installing Linux Mint (cinnamon) on one rig and Steam OS on another just to try that,  I’ve tried just about everything else at this point.

I’ve got everything set to install Linux Mint (Cinnamon) and I’m also going to install steam OS on another rig.  Hopefully one of these fixes the issues for the time being.  We really need to find out what the hell is going on.

I’m going to install these OS this weekend and (Fingerscrossed) fix the issues.

I’ll post afterwards to let you guys know if any of this fixed anything.

Alright sounds good. To me there is something really going wrong with windows or how it is interacting with drivers

I have thought the same thing,  all these rigs I’ve built along with a gaming pc I bought pre built (for testing reasons) have really only a few things in common,  one being windows 10.

 

this pre built PC I bought a while back was tested by the manufacturer and then sent to me,  opened up the box, plugged it in and powered it on,  same garbage as before.   The reason I bought it for this test is because the company took full refunds,  I had to pay $80.00 for shipping and restocking but well worth the knowledge that a company tested rig that works properly now sent to me works like trash,  graphically speaking.

After testing both SteamOS as well as Linux Mint (cinnamon),  problems that were in games before are still there and in most cases the graphics look worse,  draw distance, textures, shadows, antialiasing, anisotropic filtering etc.... ... .

 

Nvidia drivers for both SteamOS as well as Linux Mint were up to date,  I also tried older versions but made no difference.

 

This whole situation is ridiculous as hell... .. .

Believe me i appreciate people's efforts who are trying their best to find a solution on both nvidia and linustechtips forum. But installing linux is like putting a bandage on the issue and not performing a proper surgery to fix it. For more than seven years people were unable to fix this issue because they were resorting to similar bandage applications. No one questioned either Electricity or Interference before. I know we all want it to be as simple as a software tweak but believe me it's not that simple at least IMO. As an Electrical Engineering student i can assure you its not related to software i may be wrong but all the information we have right now, excludes software. 

 

Some people said they overclocked and this occurred, overclocking has direct relation with power.


Some people said they replaced the GPU that fixed it, this again shows its not related to software.


Some people said they have it even in their TV/Console/Phone, again clears it as they don't run on windows.


People saying their friends don't have it in their PC, surely if it's windows it should affect everyone worldwide and there would be an outcry.


Remember i posted here GamersNexus video on DLSS and he got it after enabling DLSS, means DLSS is power hungry and has direct relation with power. 


I got it after I moved to a new house (new city) , what changed between my old house and new house, only two things electricity or interference in environment.


Finally as we all know that it's even affecting bios boot screen, so this again clears that it can't be windows.

I am from ASIA 220V-240V AC. But in my opinion its not about 220V(50hz) vs 120V(60hz) AC or is it. You have a good point though. But IMO there is something deep in electricity that's wrong (If our issue is because of electricity) and can only be figured out with an oscilloscope and someone experienced in this field. 

 

Edit: But first we should all check if we have more than 1V in our Neutral line by performing Neutral-Earth Voltage test. As mentioned by engineers here that its pretty dangerous:

No this has nothing to do with electricity. Zero. Things like "Dirty" power don't exist past the PSU and the power delivery on the motherboard and GPU are even more finite and accurate. Also how would electricity change something rendering graphically and then how would swapping operating systems fix the electrical problem? I had the issue on my main PC but not my laptop. Updated my laptop with windows a couple time and the problem developed. It's a software issue. If someone could explain how this is electrical please by all means do and the previous artifacts addressed before are not for rendered images they are for cameras which are not the same at all. Consoles and phones can be excluded as they are unpowered so graphical anomalies present are due to the settings being turned down. Current rendering techniques are not perfect and have their own issues. People need to make sure they are not looking at these. Also many people don't think they have an issue until they see this then they think they do. A majority of people don't have the issues consistent to what was originally observed.

@BuckGup maybe your issue is not totally but somewhat different from rest of us which in your case is actually related to software and you got it fixed by installing Linux. I have a question for you. Do you have this issue in bios menu?

 

Edit: If there are 2 cases of this happening we can distinguish by checking bios.

No the BIOS is not utilizing the GPU as something like gaming would. A simple test people can do is run the game with their GPU, uninstall all GPU drivers, then use onboard graphics. The fact that Ryzen also helps points to either Intel being at fault or how windows interacts with them. I just did a fresh install and will see if it has helped

This then clears it that there are 2 different cases of this happening. First case because of software and second case which no one has found solution for yet. And to check which one they have is by asking if they have it in bios(If their bios has blur/jaggy text). Also in the second case people who have this because of unknown reason also notice increased brightness, blur and jaggy text in windows and everywhere else. So second case is much worse and can't be ignored.

Finally as we all know that it's even affecting bios boot screen, so this again clears that it can't be windows.
 

I agree with everything you have to say here,  I don’t believe it’s faulty computer parts nor do I believe it’s software related.

 

Im going to try and get an electrician out here sometime soon,  but I’m not sure what to tell the guy,  “Hey my PCs graphics are messed up” not sure what to say.

Get a scope and appropriately attenuated probes, you will find that there is nothing abnormal about your power.

Correct me if I’m wrong,  nobody said the GPU was the culprit here?  Clearly if you watch afterburner or other monitoring software you would find it’s working properly,  It’s just as if games are ignoring most graphical settings no matter what,  blurry desktop to a degree and blurry bios.

I just posted how you can check if your power is a problem instead of just grasping at straws in ignorance.  If that is too tall of an order... I don't know what to tell you.

 

Having run equipment from noisy switch mode "fake sine" AC supply gear, I can tell you that power "quality" makes no difference.

A blurry BIOS is most likely the default size is less than your monitor and also a BIOS is not running things like AA to smooth the edges.

Our main issue is that all this time we were mixing up 2 different cases. Hence the confusion. I understand people not getting the situation as for past seven years we were getting mixed conclusions/solutions regarding 2 different cases. We should clear up what these 2 cases have different in them. Please remind me if i forget to mention anything else.

 

Case 1: 
Flickering/Shimmering AA only in games. 

 

Case 2:
Blur/Jaggy text in bios
Blur/Jaggy text in windows and everywhere else
Increased brightness overall, washed out colours
In extreme cases shimmering/flickering edges even in videos watched on youtube and other places
Something wrong with visual aspect of everything like some kind of filter over everything not only in games
In games extreme flickering/shimmering unlike case 1 which has less flickering
In games Shadows flicker
In games Jagged AA
In games low LOD. In GTA V some kind of invisible bubble around the character
In games some kind of blur

In games anisotropic filtering seems not to be working properly
Vsync and every other setting in games or in NVCP has no affect on this issue whatsoever

GPU when tested has no issue regarding performance

So this problem is something fundamentally going wrong as the BIOS is pretty low level. But also AA has it's own problems that would cause flickering but the fact that it starts randomly is what's troubling. I am not sure who to ask at this point. I can talk to firmware engineers that deal with the BIOS and things like BMC on servers but Ryzen significantly improved visuals for myself and a good handful of members I polled on the forum. Also if you look over at the Nvidia forum you can track a huge influx in people with these problems occuring around a certain date. So we could track when this started and see what came out that day. Maybe a windows update or something like that

Yeah that's actually an issue as how to get an electrician to understand what's going on. You can show him my previous post if possible. But i am afraid no ordinary electrician will be able to find what's wrong but you can try. Start by making him check Neutral-Earth voltage. An ordinary electrician can atleast check for Neutral-Earth voltage. Then if he has handheld oscilloscope and he is someone who is experienced in dealing with power quality issues, ask him to check for issues. There are many things in power that can be wrong it's not only about noise. Important thing is to hire someone who is an expert in power quality issues. I am not saying it certainly is power, it could be interference in the environment but all the information we have right now points towards power.
