and what is your absolute max budget?

 

you cant be running a GTX 960 on a Pentium 4 machine

It should but there's one reason I wouldn't buy a reference R9 290 - it runs absurdly hot.

Performance will only vary about a few fps in games and temps are fairly similar too, so Just get what best matches the rest of your computer, or get the cheapest.

What 500W PSU? 500W should be enough but not all 500W PSUs are made equal.

500w is kind of on the edge of enough so probably 600 or 650 would be better but if you don't already have the R9 390 I would recommend getting a RX 480 or GTX 1070 just to be current and be able to keep up with future games.

the r9 390 beat the rx 480 in the benchmark test and the 480s are way overpriced right now i also found a r9 39 for $250

That is true but you can also go with a 1070 for $450

Some models of the RX 480 are overpriced, in some stores and in some countries. From what I have seen, the RX 480 is neck and neck with the R9 390, it depends on the game.

I know that's not the only thing that matters, but did you see any PSU with 80 plus gold certificat that's acctually bad?

 

Maybe get some EVGA Bronze 500-600w? It will be more than enough.

Acctuall power draw of your system when both CPU and GPU are pushed to the limits, won't go above 350W.

As stated, there's a small fps difference between games. Pick whichever is cheaper, which offers better customer support, and whichever one you trust more
