What are your system specs? What temperatures are you getting?

The R9 390 is fine, I think the frame rate is fine, what resolution are you playing at?

Very high settings on GTA V with 60+ fps is very hard to do

If PSU is CX or VS that is also worth replacing.

Change the MSAA to FXAA, MSAA is way more intensive.

Because of your cpu, you would benefit from an overclock or a better processor, GTA is very cpu intensive.

You can also go into your catalyst control center, or crimson, and change the setting for 'tessellation' to 'amd optimized' or 'normal' settings. AMD cards can't handle a lot of tessellation and you won't notice the difference.

Noo, don't do it. You won't get much if any increases.

IMO you should overclock what you have.

As you can see in this graph, even a 9590fx wil only grant you about 4-5fps. You'll need an intel processor to get much better than that. If you overclock your 6300 you would be getting close to 9590 numbers anyways.
