Build it yourself.

If you care that much about the few dollars less, get an R9 390X or something instead of 980 Ti. The custom build is much better and you can actually upgrade that.

No question in my eyes which is better

Neither

what's your current display set up? Do you already have a 4k display or a 144hz 1440p display? Because otherwise the 980ti is wasted, and the Xeon 1231v3 is going to be a better CPU choice

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

a 960 will do fine for 1080p gaming, but obviously the desktop 980Ti is much better

after owning a gaming laptop for 5 years, i decided to build a gaming desktop and have a normal laptop instead
since gaming laptops are normally bulky and carrying it around is troublesome...

dell 24" 1080p 60hz..... but, maybe in the future i buy another better monitor.

there's no point in buying a high end GPU for a 1080p 60hz display

here, this includes a CPU that has twice the threads, a 480gb SSD

and it includes a 4k IPS free-sync display, the GPUs to run 4k will always get cheaper, but 4k displays aren't really going to get any cheaper. There's also the option for a 1440p 144hz IPS display for around that price, I really wish someone would put out a 1440p IPS 60hz free-sync display.

If you have more money upgrade the GPU to an R9 Nano and you'll be set, if you were going to play games at 1080p anyways, play them at 1080p on a 4k display with the 390, at least you'll have free-sync for smoother gameplay, and you could upgrade your GPU later, or like I said, get a nano, which will 4k alright so long as you don't turn on AA, which isn't needed at 4k really.
