External HDD blue screens my new pc after 5 minutes.

No, it doesn't.

 

This suggests there's a hardware issue with the drive or the board that sits between the drive and the USB connection.

Does external hdd need to be on the same windows version as the pc its being plugged in?

The files on the external drive aren't loaded, it's just seen as "data", what files are on it don't matter unless you want to boot on it, else it just needs to be readable by Windows

It's more likely an hardware issue with either the drive, the usb connection or the board..
