For now Nvidia Maxwell is using lower Wattage but in the DX12 AMD got 40% Performance increase

Nvidia makes sense at the low end with a lower end CPU thanks to AMD's DX11 overhead. With an i5 or better AMD is the best buy at midrange to upper midrange/lower high end, e.g., 280/380/280x/290/290x/390/390x are better than the Nvidia price equivalents. For the really high end it's pretty much GTX 980 Ti or bust.

Exactly the opposite - CPU overhead means that a few, powerful cores behave better than more, lesser cores - i3 is fine for a 380 and even a 390 in some games.
