I was referring to the fact that the OP wanted input from only females. Which btw, there aren't many on this forum. The chances of finding a female PC builder with artistic views is next to none.

ONE GUESTION WHICH OS WIN7 OR 8

 

Windows 8. The developer preview I've tested and it seems it has too many bugs. The professional version is the stable version. It should be working flawlessly on professional version

I don't get what the fuss is about here, and you guys are all about pink and purple, but she just wants something sleek, clean, and beautiful for a girl.

I swapped the CPU and GPU out for an APU and a mini-ITX board and case, should be plenty for your sister.

 

that left about $220 for peripherals, so I got the best I could for the price.

 

an Acer 23 inch 1080p screen, a Microsoft Sidewinder X4 (is it mechanical? no. Am I using a mechanical right now? no), and a kensington wireless gaming mouse.

This is overkill from what I've read the usage of the system will be. 

For reference, a 7770/7850 is perfectly respectable for a budget LAN build.

That is within budget so it won't be overkill in the future

Any female members online ? please give me your advises about design etc. She'll be doing some web surfing, light photoshop editing and lotsa browser games. Thanks in advance :)

What is needed?

So you said green is her fav color, you want something "gorgeous" for under 800$ and lastly, she'll be doing some "some web surfing, light photoshop editing and lotsa browser games". Mkay.

-So for light use, I decided to pick the A10 6800k, for 150$, it yields pretty kickass value since it already has a GPU and the usage will be fairly light, so we can put more money towards the look of the build.

-The main components are all black so nothing looks out of place and the color scheme is fairly unified.

-Now, some people might say that's stupid but, to be honest, when somebody isn't loading up their PC and whatnot, good peripherals will always give you a better experience rather than having a shitty 20$ keyboard from costco and an i5 that is more or less useful. Sooooooooooooooooooooo I went with the Razer Deathstalker (by far the best looking keyboard for under 100$. And it's green. WOOT. And a Mionix Naos to match (also with green LEDs).

-The monitor is 24" because if she's going to be doing some photoshop, she'll want a fair amount of screen real-estate.

-Now the tricky part. The case. I can't really know what your sister likes since looks are subjective. But I can give you some ideas since you definitely know your sister better than I do. The BitFenix Shinobi isn't a great looking case BUT you can buy it along with custom green accents (http://bit.ly/18ERhcD) which will make her PC look a little bit more unique if that's what she would crave according to you. But as I said before, the shinobi isn't the best looking case. If you want something sleeker, you could always drop the shinobi and the custom cooler and go for a Corsair 350D or a Fractal Design Define Mini (although this case looks sleek and is great, it doesn't always fit everybody's taste. Some complain that it looks like a fridge). If she likes old school stuff, I'd go for a 350D, imo. It looks a little bit more fierce and less understated than the Mini :P
