Weirder is that its a budget pc and it has more than 4gb of ram let alone 10gb

Not really, I see crap PC's with 2TB HDD's and 8Gb of RAM. That's how they sell to people who don't know any better.

Can and have many times, with a better processor and dedicated grahics (would have less ram though)
