CPU overclocks do not live on the CPU, they live on the motherboard within the BIOS.

I bought a 10700k from silicone lottery and fro the moment only have a 850 semi modular Corsair psu I got it clocked at 5.0 on 4 cores and 5.1 on the other 4 the 850 does not have the other 4 pin cpu connector will it be safe to turn it on to down clock my cpu without the extra 4 pin and only have 8 pin for my cpu I do not intend to keep it at 5.0 until I get my 1000 will it be safe to turn it on down clock it

It would be safe to have it OC'd with just the single 8-pin.
