You probably won't get a lot of return on the old cards when you sell them.  Even 2080s are going for under $500 in some markets already.  As far as whether to upgrade... the 3070 is supposed to be as good as the 2080 Ti according to Nvidia's marketing.  I'd say it's a value decision on your end.  How much can you afford?  Is the price to performance worth it?

I am on a 1080Ti and definitely plan on upgrading to 3080 or 3080Ti.

Wait for the 3070 to launch and check it's performance and how much better it is compared to the 2070 super and decide if it's worth it to upgrade or not.

I'm getting a 3080 because I want an HDMI 2.1 GPU to drive my LG CX OLED. If you're happy with your 2070 Super, though, seems like a waste of money to upgrade.

I'm in the same boat. I built my system (Core i7 9700k) a week before they announced the 10700k, so I'm going to hold off on upgrading my CPU but I was lucky enough to have sold my previous system to a friend who is buying the 2070 Super off of me when I get the 3080. Had I not had that option I would probably have waited until the new Intel chips come out that will support pcie 4.0 to jump to the 3080. Are you gaming at 1440p or 4K ? That is another consideration.
