R3 1200 AF uses 45W power.

My current CPU, which is Ryzen 3 1200 AF using 45W of power on load. I checked the AMD site and it says it uses 65W of power is something wrong with my CPU or is 65W just the limit for overclokers or something?

do you know if your cpu is running at full speed and is not being thermally or power throttled? the 65 watt tdp is based off of stock clocks and overclocking will push it above 65 watts. If it is running full speed and using only 45 watts then the tasks you are throwing at it might not be intensive enough to make the cpu draw full power

Also the 65W figure is primarily in relation to heat and rarely, if ever, accurately reflects power usage.

 

For example: my 3950X has a 105W TDP, yet uses 180W (or around that) under load.

There is nothing wrong with your cpu. The 65W TDP (thermal design power) does not indicate how much power the cpu will actually use, rather its a rating used to determine cooling requirements. The actual cpu power usage is dependent on many factors such as silicon quality, workload, boost state etc. Also note that AMD and Intel rate TDP differently so they really cant be compared.
