Would boot a linux live USB instead of the OS that's on there. Some malware is clever enough to run in safe mode...

OP probably doesn't have a live Linux USB-stick to boot from, which would mean keeping the PC running even longer just to download it and make the USB-stick....Besides which, OP probably doesn't know how to get around in Linux anyways.
