You put your build list together using United States so the pricing is not only out of your budget but half the parts aren't available in india, you need to change your location in PCpartpicker to India then make your list.

No, I checked the prices out in the India local store and it was a total of 79K INR

Well to start with I would say do you rely need the cooler, The AMD supplied CPU cooler will cope pretty well under all but stress test loading performance levels and perhaps will manage as a stopgap to allow you to make your build viable till you can upgrade this part

I understand that but if you want to get your build done, that could be a way of shaving enough at the moment and it will allow some small overclock which isn't an AMD strong point anyway whilst you can save for the upgrade you want.

The stock AMD cooler that comes with the 3600 is really close to the same cooling as the evo, and is perfectly fine for OCing the small amount you are able to with the 3600. If you want a better cooler you'll need to get something better than the evo otherwise you aren't really upgrading and it will just be a waste of money.
