Why does this happen at sign in?

I've been seeing this for a while now. After signing in, the sign in screen background image, gets stuck on the screen, refreshing easily removes it, but it happens every time I boot up. I tried DDU removing the drivers and reinstalling them. I have an old 960 by the way, and it still happens. While I was using the generic drivers, I Restarted a few times and the sign in image didn't appear, only after the gpu drivers were installed with Geforce Experience. Nothing is wrong, the temps are normal at 60 when gaming and 30-40 idle, and I mostly use it to play War Thunder and it plays smoothly. 

 

Is this a sign my gpu wil die soon? I've been playing War thunder for a month now nearly every day and it still going strong. Is there any other way to fix this issue?

My RTX3070 does this when I have my RAM timings close stability. Nothing crashes but this exact thing happens.

 

Does not happen in my systems with my GTX970, GTX1080, GTX1660S either.

I did not mess with my ram settings, so nothing is overclocked. But it seems to happen 50% of the time, not every time I boot now.
