why steam doesnt give a free trial of games atleast for an hour?

It's not up to them.  It's up to the game maker if they want to publish demos.

Also, some games are short... one hour could be a third or a half of the whole game. It's about the overall experience, enjoyment not how many hours a game has etc

You should have some rights, like ability to resell the game if you find out it's not your thing but I don't agree with the mass no questions asked fixed play time limit.

Steam offers free games, free to play games, demos of games and trials of games. They offer your money back on games you play for less than 2 hours if you don't want to keep games you buy.

Steam is a business. Giving a free trial on every single game is not good for business.

Tbh Steam probably wouldn't care,  this is up to the publishers,  not every publisher puts out demos for each game... And also you can refund any game within in the 2 hours rule... Which is a bit wishy-washy because then Steam could go "well this isn't a trial service" on you at some point...

More demos would certainly be welcome,  I didn't buy several games already because they had no demo,  while its easy to refund it's still a hassle and sometimes you just forget about the 2 hours and then can't refund anymore lol.

As said, Steam is platform. They have rights to select which VALVE games are free, have demos etc. Every other game, everything from pricing to achievements to trading cards to Workshop is decided by developers of said game. Some have demos, some don't. Steam give refund option. Thats pretty much same as you get from other major platforms, namely iTunes, Google Play and Origin. Already back in DVD/CD times, many stores would only accept returns if they were in sealed package.
