Super duper cheap CPU coolers

I was going to cool a 4770K with the cheapest thing I can get my hands on, it's in a spare H81 motherboard I had so no overclocking. There are some decent deals on used stock Intel coolers (with copper slug of course) but if I wanted some more flair, coolers like this look great:

though the heat sink looks pretty small. Any suggestions for something similar around $20 or less?

The first one looks far better with that LED fan, but mail in rebates are big oof. The second would be a good performer but imo looks kinda ungly. Though there is room for it inside the case so I might grab it.

Raijintek aidos and cryorig m9i are pretty nice options for $20, plus no rebates.

The M9i is a touch drab, though a quick search for the Aidos showed me the Juno X, which according to this video

Seems to perform better than it looks like it would. Downdraft coolers look pretty good for what I'm going for, might snatch this one. Even with it being a touch noisy, it's nice and flashy.

How so? The video you linked doesn't include the Aidos.

still undecided on the case, I've spied some local listings on cheap windowed cases which is why I went looking for some shiny coolers. The ram is orange G.Skill Ripjaws which will clash with the blue I was going for, since I also spotted some Thermaltake Riing fans that are blue, $7.50 a pop.

If you're aiming for blue, the Gammaxx 400 is hard to go wrong with. There's no reason to go for the mail and rebate. It's already $21 from Amazon.
