Even if you had the best cooling in the world, if you dont have sufficient thermal conductivity between IHS and cooler it can still throttle.

Yes but what about the power plan?

Set the power plan to "High Performance" and tell us if there is any difference.

Try with only 2 CPUs instead of 4.

Does it happen on Linux too?

Did you update the bios?

If all attempts fail it could be a problem with the motherboard...

What type of application are you running? Some software can't see or recognize more than 1/2 sockets. The software may not be designed with 3/4 socket compatibility in mind.

here is a possible workaround, let me know if that works ;

 

In safe mode, go in the registry editor

Go to, HKLM\SYSTEM\CurrentControlSet\Services\Intelppm
Change the value "Start" to 4 (it should be 3 by default)
Restart the server
