Depends on what you're doing with the machine.
When comparing the price of Intel CPU's to AMD CPU's, keep in mind that the motherboard price is often different for the same feature-level.

Assuming you have a APU with graphics,
In BIOS Advanced mode (F2 to switch between Easy and Advanced), under Settings > IO Ports, set "Integrated Graphics" to "Force"

Can confirm. I have a 780ti in a x58 system with a x5687 and it runs grate.
just keep in mind the lga 1366 chips don’t always play well with higher ram clocks. Don’t be amazed if you cant get over 1600mhz.

I ran a GTX 780 on PCIe 2.0 for a long time without issue. You can even go faster than that. You'll probably want more than 6 GB of memory if you can swing it. The X5670 is a beast of a CPU and will happily perform today.

No. If run in a stock configuration, any AMD CPU (Even a TRPro 3995WX or 5950X) can be expected to last until obsolecense.

I mean... if you're already overclocked, then the answer is yes. the AIO won't make it any worse.
That being said, any improvements are dependent on your specific 2600. You're already at the edge of what most will do.

They always had an upper limit for non-Z boards. For 100 series boards, it was 2133 (back when DDR4 was so new), for 200 series it was 2400, for 300 series it was 2666, and for 400 series they split it so 2666 goes for i5 and i3, while the i7 and i9 models have access to 2933.
There have historically been exceptions (B250 boards that can run any speed etc.) but that comes entirely down to the discretion of the AIB who made the board. There's not really a pattern.

Cool N Quiet does nothing on a Zen system. presumably it's there for the piledriver based APU's

Otherwise, do a fresh install under UEFI for the 1030.

There's a pretty big difference between Westmere-EP and Sandy Bridge. Sandy has much better IPC and AVX instructions. Triple channel memory (you can run this with 4 sticks in a flex mode) will not make up for the difference. You also have the capability of running a 6-core chip on the T3500, if you really need the threads.
AVX and IPC are the most important differences. It will be noticably slower in anything single core or AVX dependent.

Id just get a ssd, there getting pretty close in price, and much faster, lower power, quieter, and more reliable.
Those wd blacks should fit yours needs, but aren't new, and are about the same price as a ssd, so might as well get a ssd.
How much are you writing. SMR drives are normally ok with sequential speeds.

The lower timings don't make the memory faster, if it's 3200Mhz vs. 2133Mhz.
3200Mhz CL16: 10ns true latency
2133Mhz CL15: 15ns true latency

As someone who used to run a 3770K at 4.5 GHz (until my mobo gave out), there's little reason to upgrade unless you really want high refresh rates. Currently on a 1700X, which is nice for rendering or multi-core stuff, but for gaming it didn't change much for me. I still run my GTX 780 though.

It's likely that there are no newer drivers for the adapter.
Try removing the adapter and use the system offline to see if it still bluescreens.

A quick glance at the minidumps show PSHED.DLL (Platform Specific Hardware Error Driver) and considering the bugcheck code it is most likely hardware related?
Do try to remove the adapter as @svmlegacysaid.

The answer is: the cheapest board that supports the 10600K. Modern mobo's don't affect performance at stock speeds. If you need OC capability (Memory or CPU), then you'll need a Z-series board.
