As long as it doesn't use the 5vsb (5vsb is always on as long as the power supply is plunged in and the switch in the back is on this is what allows some parts of motherboard to glow and the ability to turn on the PC)  which spoilers it doesnt your fine.

so my plan to use the fan port as GPIO with Speedfan should work, right?

I assume you want your PC to activate some other device when certain PC component reaches X temperature?
 
You can use 12V FAN output in order to send signal. Problem is, I don't know if you can configure FAN to stay 0 until target component reaches certain temperature in the BIOS.
 
If you're doing some wacky DIY, you might have to get fan controller like Corsair Commander Pro because it can be configured to keep FAN output at 0. And it comes with thermal probes if you need them.
 
Then you can use that 12V signal to power the controller. Arduino or even relay to switch on/off whatever you want.

I'm thinking for that technology to exist (and it could or does) it would require a dedicated controller in between the motherboard and the GPU. This controller would make it indistinguishable between the GPU and the motherboard.
 
The motherboard would see two x4 devices.
The GPU would see a full x8 slot.
 
Unfortunately this technology adds latency and I don't know how badly that would impact gaming. A similar technology is used for HDD known as a hardware RAID controller just it operates the other way around.
 
Also unfortunately chances are you'll only find this in the enterprise if it exists at all and with that it has an enterprise price-tag. (although eBay would always have you back)

They're selling a game with some plans on how to build some boxes with reflective tape, rubber bands and string so that you can interact with it via the IR camera, motion sensors and rumble of the Joycon in specific ways. If anything the fact that they're doing it with cardboard is kinda genious. If it was made out of some other material like plastic you're telling consumers that if it breaks it's dead unless you have a 3D printer or something. Made of cardboard? Who cares if you brake it. Make another one, get some tape. Who cares because it's just cardboard!
 
Or they're going to get a whole bunch of savvy parents buying this for their kids for 1/5th of the price of something like Lego Mindstorms. As a game it's probably a bit average and a bit over priced. As a toy it's cheap and made of cardboard. As an built it yourself "edutainment" interactive toy? It's actually a pretty good deal compared to the competition.

Looking to use a second GPU for mining/folding/etc
