    Certain motherboards have been known to have issues with cards, and its not exactly a simple  fix. Usually you have to return that board, and buy one that actually works. One of the many "Well thats not very helpful or specific but just works" answers that happens in this area. 
     
    New Platform + New GPU + Known issues like this = Its simply MUCH easier to just return the board, let them know "hey this board does not work with 4090s, let customers know this" and then issue gets known and fixed eventually.
     
    Sometimes all it takes to fix it is a bios update, or a vbios update, but the OP already said they did this and it did not fix it. Thus its a hardware related issue to the mobo, something isnt compatible or working properly and instead of taking days of troubleshooting, just let Asrock do that and go get a different board that works. If you have to troubleshoot more then an hour on a brand new system you bought because of something hardware related thats not at the fault of the user,  you are just better off returning the issue product and getting something else that at least you know will work. Looking online and doing quick searches with "Boardname ISSUE GPUNAME" and such can save a bit of time when you already had one issue.

    if half the rad is warmer than the other half it should be working. 
    if rad is cold. you have an issue.

    It won't really affect performance but can affect system stability, especially with high end GPUs. And if a bad PSU goes out it can destroy other components aswell. It's just not worth cheaping out on.

    Try replacing your SATA cable. Both these values should be close to zero in the last column, and indicate issues in the data/commands the drive is receiving.

    Whatever you do, don’t go straight to your power bar… 1) because that can kill you, 2) fans use DC power, power transmission is AC everywhere in the world as far as I know. 
     
    The cleanest option is either USB to your PC, or USB to a phone charger plug. I’d get a 5 volt noctua fan, get a sacrificial usb wire and solder the positive from the fan to the positive 5v in the USB wire, same for ground.     Put the launcher on the main drive, and point the Library to the data/game drive.

    Zen+ does not work on B550. And the 3200G not being on the CPU support list of that motherboard proves it.

    Use the cpu_fan. That way the fans *should* ramp up down based on cpu temp. 
     
    pump_fan header always pushes 100% I believe and is more so used for custom liquid cooling setups.

    For now, I am suggesting custom ordering a simple over the bed table with casters, or order one that fits the height of your bed.
    Why? because you'll need a place to put your keyboard & mouse anyway

    I commend you.  But it could lead to a fire hazard, altering cabling of a psu. Also, that seems to be a low grade PSU in general.
     
    as for your ‘issue’. Why not use the off/on switch on the backside of your PSU? Just flick it off and that way no power goes to the PC anymore.

    If your main priority is to watch Netflix/videos, you could also look into a tablet device. It is likely that these will not run the games you mentioned, but depending what tablet, you could use their store for ‘mini games’.
     
     A Chromebook would also fit in your budget, and could be an ideal solution if budget + watching videos are the most important two things

    probably because the water block does not cover VRMs or VRAMs well enough, that is why you should only buy gpu water blocks that are made for the exact card.

    I don't know what you will be paying for those units, but they are not the greatest PSU's.
     
    If I check local pricing I can get a Corsair CM650 650w 80plus Gold fully modular PSU for under the price of the Corsair CV750.
    The CM650 is a better overal PSU, and should suit your needs nicely.
     
    Fully modular PSU's aren't necesarry, but they help with cable management and are a nice to have (but a must for me personally)

    i can get this board for about 30 euros cheaper on a different site but I will look for a comparison between this list and the parts that Tegneren listed. I will most likely use your buikd but with a 5600x, maybe I stay on the 5700x if I decide on doing some content creation.

    Have you tried to make a bootable USB key? If you google this there is an easy explanation from from windows Microsoft how to do this. 
     
    note: you will need a different pc or laptop to download windows first and create the bootable usb key. 
     
    Once done it is smooth sailing.
