Efficiency and wattage means nothing. It has been tested and found to not even be close to stable trying to deliver it's rated power. That and it is dirtcheap (can be found for as low as 35$) and no half decent unit goes for that cheap at that power target.
 
Efficiency ratings are given if the psu can in any way shape or form meet them during the test. All it has to do is survive it. So a lot of these cheap units are made to handle a load a couple times and then whatever with the cheapest components possible. That or they just straight up lie.
 
There are plenty of cases where running hot causes unexpected behaviour too.

remove the GTX 650 and install drivers if that does not work check the bios and do a bios update

Thank you very much for your input, but I have found the problem, and it was down to how much of an idiot I am. I've been losing my mind over this all day, and I forgot that I have PCIe switches to enable and disable slots right on the board itself. 2,3, and 4 were off, leaving just slot 1 for the 1070. Feeling dumb.
