    This is plain bullshit. NO power supply out there loses 10% of its output power...  Components can degrade over time due to heat, if the power supply ran for lots of hours near its 100%, but even then, even after 10 hours, the power supply would still be able to output 100% of its rated power, only maybe at slightly less quality (more ripple, fluctuations, but still 100% of rated power) 
     
    The PSU in that system worked most of its life outputting 20-50% of its rated power, basically 50-75w out of 225w - it barely got warm inside, so it's not like the internal components have degraded due to heat or other reasons.

    ...Well, my Phenom II 960T is technically a 5 core CPU as it can have the 5th core unlocked, while 6th core is bust and can't be unlocked

    How much are you paying for either of them? You could also consider to get a X3470 Xeon from Ebay. It is way faster than either of those processors.

    It's a Slot 1 (Pentium II/III era) (or Slot A for AMD cpus but I'm not 100% sure which one is it) terminator for dual-cpu boards if you want to use a single CPU

    @Dive5885 the system always uses JEDEC specs of the weakest module when set to automatic (default). Since XMP is the same, there shouldn't be any problem with XMP enabled.

    It all depends on your case and cooling solution. All a full ATX board gives you is just more features, such as extra slots and ports. Those features, however, may include a better CPU power section with more transistors (or ICs in some more modern boards) and bigger radiators on them and the chipset.

    For a gaming rig, eh. Honestly, doesn't make much sense to go for a dual for a gaming rig, 6c/12t should be plenty. Keep in mind you will have to OC this CPU as much as possible to make it any good for gaming --- can you even overclock on a dual LGA 1366 mobo? I imagine on most of them, especially the cheaper ones - not. And if you can, a dual OC 12c Xeon setup is gonna eat sooo much power I imagine. 
     
    Alternatively, if it matters to make it cheap, you could even go with a single LGA1156 Xeon x3440 (4c/8t), of course also overclocked as much as you can. The bonus is that mobos for that are so much cheaper, you can get a decent mobo+cpu for like 80€ total. So it'll be good for you to give it a good thought what do you need all those cores and threads for.
