In theory, they're heatsinks and they should not be connected to live voltages... in the worst case they would be connected to ground.
 
But for example, if you're really unlucky and some component on the back side of your video card card blows up in such a specific way that live electricity would jump over  to the heatsink (back plate), then that electricity would be transferred to the heatsink of the ram and... most likely nothing would happen because the ram heatsink is not connected to anything... but in really extreme/rare cases,  electricity could jump on the components on the ram stick or the gold finger (the pins) of the ram stick and could damage the ram stick and from there, it could damage the motherboard.
The video card itself has fuses and protections on it, so it would not damage the motherboard through the slot, but if you're really unlucky and something goes really bad, you could in an indirect way damage other components.
 
So that's why my advice is to be better safe than sorry and make sure electricity doesn't pass between part. A simple piece of kapton tape (thin, transparent, a gold tint), or electrical tape (ugly), or a piece of paper, all of these are insulators, so you won't have electrical contact between the back plate and the ram heatsink. 
Kapton tape will also have side benefit that it's a really poor heat conductor, so the heat on the backplate would not transfer into the memory heatsink easily. Though backplates are rarely very hot.

Sorry... I don't know of any that can work on a USB cord only. I can tell you from experience I have had that none of the following will work on just a wall charger...

So you could cross those off your list. Hopefully another person can chime in.

It may or may not work. The problem is the charging circuitry on most portable devices aren't necessarily sufficient to run the device.
 
You could always try it out. Use a higher amp USB charger and see if it works.

Don’t buy a sound card or use virtual surround. It is nothing more than marketing and ruins positional audio. You have you have 7 drivers for 7.1 surround and headphones have 2.

DO NOT bother spending your hard earned cash on some gimmicky software based 5.1 or 7.1 virtual surround BS.   If you actually want an improvement in your sound quality and output levels what you should buy is a DAC+AMP combo unit such as the one I will list below.   This will take all the audio processing off your MOBO which will clear up any background noise.  
 
Did I mention NOT TO BUY any 5.1/7.1 sound card its just not worth it... there are tons of downloadable software options if you really want to try some "surround" sound  such as Razer Surround, Dolby Atmos for headphones etc.  
 
If the AMP/DAC I suggested below is out of your price range then I would just go with a $10.00 USB "Soundcard" and call it a day this will clear up your distortion your hearing and keep ya goin!

Oh and once more DO NOT BUY anything 5.1 / 7.1 its all just software based and NOT Worth it.  I have been playing FPS games for 15+ years and have never ONCE used "surround sound" ALWAYS STEREO and IMO I can hear footsteps etc a lot better with regular stereo...   These rules carry over into the realm of headphones and headsets as well it is always worth getting a GOOD pair of stereo headphones + external mic over a prebuilt 7.1 headset..

Yeah definitely find an icon pack you prefer.  I use "Smoke and Glass" in Nova Launcher on my Note 8 and I love it.  But of course they are very stylized icons that probably wouldn't be your cup of tea but there are literally an endless number of icon packs available so surely you would find something to your liking?  Great part about Android is customizing everything to look just how YOU want it to look.  I think even the stock Samsung theme packs allow for different icons?

Use an icon pack? I use the Evie launcher with a Pixel IP on my S6 and it's awesome. Looks much nicer than stock touchwiz (especially since the older versions were hella ugly, newer ones are closer to stock android). 

Chance of it leaking is same as Corsair, which is almost none. And if it does there is Warranty.

As mentioned, DON'T use your system until you get a new PSU. Dead PSUs can kill every component in your PC, they can even kill you.

yeah that's what I meant. So can I add a second one on the radiator? I'm guessing the one between the radiator and the case is exhaust, do I add another exhaust?

i think he meant a push-pull. As i understood him he has the fan between the case and the radiator and now wants to add a second one on the radiator itself. Correct me if im wrong
 
I can recomment the Noctua fans as well, i have 3 of them in my system and they are pretty silent.

I have no idea how Riing fans work but most RGB Fans need a hub that has to be plugged in to a USB internal header as well as either a molex oder sata connector. Also in my case (nzxt aer) i had to run two cables. One in to the fan headers on the mobo and one in to the hue+ hub.

Funny this topic just came up. I'd never heard of such a nutty thing when I had to use the Johns at Zurich Main Station Sunday evening. NOT ONLY did I have to pay 1 Fr. for the pleasure. (Hey, that's normal here. It's Switzerland, where money grows in cow pastures). I ALSO had to watch an endless add loop while I did what I had to do. Not amused.
